Authorizes the Secretary of the Army to carry out dredging activities on the Missouri River Oxbow Lakes, with particular attention to Lake Manawa in Iowa. Predicates such authorization on: (1) non-Federal interests paying 50 percent of the cost of such activities; and (2) at least 20 percent of the shoreline involved being made available for use by the general public.
