Transfers all functions of the Secretary of Agriculture under the Food Stamp Act to the Secretary of Health, Education, and Welfare.
Declares that a household shall not participate in the food stamp program while any of its members is on strike due to a labor dispute. Exempts any such household that qualified for food stamps prior to the start of such strike.
Stipulates that any individual who is receiving at least one-half of his income from any member of another household shall not be considered as a member of a household for purposes of the Food Stamp Act of 1964.
Directs the Secretary to prescribe rules for the purpose of determining the eligibility of such person.
