Provides that whenever any officer or agency in the executive branch of the Federal Government (including any independent establishment of the United States) proposes to prescribe or place in effect any rule or regulation to be used in the administration or implementation of any law of the United States or any program established by or under such a law, or proposes to make or place in effect any change in such a rule or regulation, such officer or agency shall submit the proposed rule, regulation, or change to each House of Congress together with a report containing a full explanation.
States that such rule or regulation shall take effect within 60 days or at such later time as may be provided in such rule or regulation unless either House of Congress adopts a resolution in substance disapproving such rule, regulation, or change because it contains provisions which are contrary to law or inconsistent with the intent of Congress, or because it goes beyond the mandate of the legislation which it is designed to implement or in the administration of which it is designed to be used.
