Provides for the issuance of new employee identification cards under the Social Security Act to replace the social security cards presently in use, with such new cards being issued only to citizens and to aliens legally entitled to work in the United States.
Prohibits the employment within the United States of any individual not holding such a card.
Provides for the replacement of the new cards every five years with each replacement to bear a recent photograph of the holder.
