Fishing Vessels Claims Recovery Act - Authorizes the Secretary of Commerce, under the Fish and Wildlife Act of 1956, to make non-interest-bearing loans to United States fishermen to cover the costs of damages to their vessels and gear by foreign vessels operating in water superjacent to the continental shelf of the United States.
Directs the Secretary to investigate each such incident, to cancel repayment of the loan if he determines that the damage was caused solely by the vessel of a foreign nation, and to seek recovery from such foreign nation in that case.
