A bill to amend the Education Amendments of 1974 to delay the effective date of certain amendments to the act of September 30, 1950 (Public Law 874, 81st Congress).

Delays from fiscal year 1975 to fiscal year 1976 implementation of provisions of the Education Amendments of 1974 relating to: (1) State plans designed to equalize expenditures among local educational agencies; and (2) aid to federally impacted school districts.

Revises the procedure for determining the amount of the entitlement of a local education agency with respect to special programs designed to meet the needs of handicapped children.
