Title I: Fund for Endangered Wildlife - Creates a fund in the Treasury of the United States to be known as the Fund for Endangered Wildlife to aid in carrying out the fish and game laws which apply within areas under Federal jurisdiction.
States that moneys for the fund shall be obtained through the issuance of a stamp to be purchased by all those over 16 years of age prior to any hunting, fishing, or trapping in areas under Federal jurisdiction.
Provides criminal penalties for violation of this title or regulations issued pursuant thereto.
Title II: Protection of Hawks, Owls, and Other Raptors - Provides for the protection and preservation of raptors.
Authorizes the Secretary of the Interior to permit the capture of raptors for research, protection, or preservation purposes.
Title III: Endangered Species Act Amendment - Provides criminal penalties for the unlawful importation, slaughter, capture, or stocking of hunting preserves with an endangered species.
