A bill to amend title II of the Social Security Act to establish more effective procedures for the conduct of hearings, and the appointment of hearing examiners, with respect to claims under such title of title XVIII of such act.

Establishes procedures under the Social Security Act for the conduct of hearings with respect to claims under title II (Old-Age, Survivors, and Disability Insurance) and title XVIII (Medicare) of such Act. Requires the Secretary of Health, Education, and Welfare to appoint administrative law judges to conduct such hearings.
