A bill to improve the reliability and safety of railroad transportation so as to promote the efficient use of energy in surface transportation, and to reduce unemployment by providing funds for work in repairing, rehabilitating, and improving railroad roadbeds and facilities.
Rail Transportation Improvement and Employment Act - Authorizes the Secretary of Transportation to make grants to eligible applicants for projects to employ individuals in the repair, rehabilitation or improvement, and maintenance of an objective level of repair and rehabilitation of railroad roadbeds and facilities.
Specifies guidelines and procedures for grant applications.
Provides that jobs created under this Act shall be available, after recall of furloughed railroad maintenance employees, to unemployed persons (with priority in hiring to be assigned on the basis of length of unemployment).
Provides that eligible applicants are those roadbeds and facilities providing rail commuter or passenger service included in any plan approved by the United States Railway Association under the Regional Rail Reorganization Act of 1973, with or in excess of specified track usage since 1970, and are publicly owned.
Provides for the protection of union employees engaged in railroad maintenance.
Authorizes $1,000,000,000 to be appropriated to carry out the purposes of this Act.
