A bill to amend the Federal law relating to the protection, management, and control of wild free-roaming horses and burros on public lands in order to provide the authority needed to properly manage wild horses and burros in harmony with wildlife and other use of the national resource land.

Authorizes the Secretary of the Interior and the Secretary of Agriculture to use aircraft and motorized vehicles to provide for the protection, management, and control of wild free-roaming horses and burros.

Authorizes the sale or donation, without restriction, or excess horses or borros to individuals or organizations.
