Authorizes the President and the Vice President to increase the size of their professional staff and to acquire the intermittent services of consultants and experts at rates of pay not to exceed that of level II of the Executive Schedule.
Authorizes appropriations to the President for official reception, entertainment, and representation expenses (subject to Government Accounting Office audit), and for unanticipated needs for furtherance of the national interest, security, or defense.
Authorizes the Domestic Council to appoint employees at rates set forth in this Act.
Increases the President's annual travel allowance from $40,000 to $100,000.
Subjects such travel expenses to audit by the Government Accounting Office.
Requires the President to submit to the Congress and make public reports regarding expenditures for employees in the White House Office and the Executive Residence at the White House no later than 60 days after the close of each fiscal year.
