Revises the Tariff Schedules of the United States to impose an import duty on strips of iron or steel, in coils, imported for use in the manufacture of cotton bale ties.
Provides that such duty shall apply to articles, entered, or withdrawn from warehouse, for consumption on or after the date of enactment of this Act.
Directs that upon request filed with the customs officer concerned at the part of entry on or before the one hundred and twentieth day after the date of enactment of this Act, the entry or withdrawal of any article described in this Act which was made before the date of enactment of this Act shall be liquidated or reliquidated as though such entry or withdrawal had been made on such date of enactment.
