Prohibits a State from reducing its supplementation of supplemental security income benefits payable under title XVI (Aid to Aged, Blind, Disabled) of the Social Security Act as a consequence of Federal increases in such benefits (whether such increases are made under the cost-of-living adjustment provisions of such title or otherwise). Prohibits reductions in Federal hold-harmless payments to States as a consequence of such increases.
