A bill to amend title II of the Social Security Act so as to liberalize the conditions governing eligibility of blind persons to receive disability insurance benefits thereunder.

Allows blind persons to receive disability insurance benefits under the Federal Old Age, Survivors, and Disability Insurance program of the Social Security Act regardless of whether or not such person has reached age 65.
