A bill to amend the Comprehensive Employment and Training Act of 1973 to provide that a unit of general local government having a population of 20,000 or more shall be eligible to be a prime sponsor.

Revises the Comprehensive Employment and Training Act of 1973 by making units of local government having populations of 20,000 or more eligible to be prime sponsers, for purposes of receiving Federal financial assistance in conducting manpower programs under the Act.
