A bill to provide compensation to any State which indemnifies any owner of livestock or livestock products which have been condemned by such State to protect the public health.

Provides compensation to any State which indemnifies any owner of livestock or livestock products which have been condemned by such State to protect the public health, if the owner did not negligently or willfully cause the contamination of such livestock.

States that the provisions of this Act shall apply to any contamination that occurred on or after January 1, 1974.
