A bill to make possible the use of Spanish in the U.S. District Court for the District of Puerto Rico.

Provides that pleadings and proceedings in the United States District Court for the District of Puerto Rico may be in Spanish or English. Directs that no person shall be disqualified for service on a grand or petit jury summoned in the Commonwealth of Puerto Rico solely because such person is unable to speak, read, write and understand the English language if such person is able to speak, read, write, and understand the Spanish language.
