Authorizes $200,000,000 for fiscal year 1975 to provide humanitarian assistance to all people in need in South Vietnam and Cambodia.
Stipulates that such assistance shall be provided under the auspices of the United Nations and its specialized agencies, or other international organizations, or by arrangements with multilateral institutions and private voluntary agencies.
Requires that, not later than six months after the date of enactment of this Act, the President shall transmit to the Speaker of the House of Representatives and the Committee on Foreign Relations of the Senate: (1) the names of all agencies and organizations involved in the distribution of such assistance; (2) the means with which such distribution is carried out; and (3) the recipients of such assistance.
