A bill to transfer primary jurisdiction over the food stamp program to the Secretary of Health, Education, and Welfare, with the Secretary of Agriculture advising on foods approved for participation in the program.

Transfers all functions of the Secretary of Agriculture under the Food Stamp Act of 1964 to the Secretary of Health, Education, and Welfare. Requires the Secretary of Agriculture to advise the Secretary of Health, Education, and Welfare on foods that should be approved for participation in the food stamp program.

Requires such transfer to be implemented in accordance with such procedures and regulations as the Director of the Office of Management and Budget shall prescribe.
