A bill to provide for a within-grade salary increase plan for secretaries to circuit and district judges of the courts of the United States, and for other purposes.

Provides a salary increase plan for secretaries to circuit and district judges of the courts of the United States to conform to General Schedule salaries of grades GS-5 through GS-10, and that within-grade increases shall be received after specified periods of service in such grade.
