A bill to provide relief to certain small business concerns by prohibiting the enforcement of their contractual indebtedness to the United States for a period of 3 years.

Prohibits the enforcement of the contractual indebtedness of small business firms in default on such indebtedness to the United States for a period of three years upon a showing that their inability to pay is due to economic factors outside of their control.
