A bill to amend the National Environmental Policy Act of 1969 to provide for the judicial review of environmental impact findings made by Federal agencies.

Provides for the judicial review of environmental impact findings made by Federal agencies, pursuant to the National Environment Policy Act of 1969, in the Court of Appeals of the United States for the circuit wherein the party seeking review resides or has his principal place of business.
