A bill to amend title II of the Social Security Act to provide that increases in monthly insurance benefits thereunder (whether occurring by reason of increases in the cost of living or enacted by law) shall not be considered as annual income for purposes of certain other benefit programs.

Provides, under title II (Old-Age, Survivors, and Disability Insurance), that increases in monthly insurance benefits thereunder (whether occurring by reason of increases in the cost of living or enactment by law) shall not be considered as annual income for purposes of determining Veterans' benefits.
