Establishes in the executive branch the Agency for Economic and Natural Resources Planning. Stipulates that the head of such Agency shall be an Administrator appointed by the President by and with the advice and consent of the Senate. Creates, in addition to such Administrator, the positions of Deputy Administrator, an Assistant Administrator for Natural Resources Planning, and an Assistant Administrator for Economic Resources Planning, each to be appointed by the President, by and with the advice and consent of the Senate.
Authorizes the Agency to employ personnel necessary to carry out the provisions of this Act.
Directs the agency to report annually to the President and the Congress on (1) the status of resources, (2) goals for better resource utilization, (3) long range outlook for resources, and (4) economic impact of resource outlook.
Transfers to the Agency from the Department of Agriculture, the Department of the Interior, the Department of Commerce, and other executive instrumentalities all functions and duties of long range planning of natural resources.
