A bill to provide humanitarian assistance to refugees and other needy people who are victims of the conflicts in South Vietnam and Cambodia.

Authorizes appropriations for fiscal year 1975 of $200,000,000 for the purpose of providing humanitarian assistance to refugees and other needy people who are victims of the conflicts in South Vietnam and Cambodia.

Stipulates that funds made available under this section shall be furnished under the direction and control of the United Nations or its specialized agencies.

Requires that, within ninety days after the date of enactment of this Act and not later than the end of each ninety day period thereafter until authorized funds have been expended, the President shall transmit to the Speaker of the House of Representatives and the Committee on Foreign Relations of the Senate a report describing fully and completely: (1) the amount of each type of economic assistance provided under this Act; (2) the expected recipients of such assistance; (3) the names of all organizations and agencies involved in the distribution of such assistance; and (4) the means with which such distribution is carried out.
