Provides, under the Organic Act of Guam, a procedure for the settlement of claims arising out of the acquisition of property in Guam by the United States prior to August 23, 1963. Authorizes the Secretary of the Navy to satisfy claims brought under this Act by: (1) making a cash payment to the claimant in the amount of the judgment; or (2) exchanging land with the claimant for land of equivalent value which is owned by the United States and has been determined to be surplus.
Authorizes to be appropriated such sums as are necessary to carry out the provisions of this Act.
