A bill to authorize the Secretary of the Interior to establish the Valley Forge National Historical Park in the Commonwealth of Pennsylvania, and for other purposes.

Establishes the Valley Forge National Historic Park in Pennsylvania. Describes the boundaries to be included in such park. Permits owners of improved property purchased within such boundaries to retain use thereof for noncommercial residential purposes for up to 25 years, if such property is not needed for visitor facilities or administration of the park. Prohibits establishment of the park until commitments are received from Pennyslvania which are deemed sufficient to assure that appropriations from the legislature thereof will continue to be available and obligated for development within the park.

Authorizes appropriation of $8,622,000 for purchase of lands for such park, and of $500,000 for development of essential public facilities therein.

Requires the Secretary of the Interior to submit, after consultation with the Governor of Pennsylvania, a master plan to the Committees on Interior and Insular Affairs of the House and Senate for the development of the park.
