Authorizes appropriations out of any money in the Treasury not otherwise appropriated, for each fiscal year which ends before October 1, 1983, as may be necessary to obtain sites for, construct, and equip buildings, provided that the total of sums appropriated shall not exceed $105,000,000.
Prohibits any part of such increased authorization from being available for expenditure except for a project which will be accomplished by advertised competitive bidding through a single lump sum construction contract for each separate building.
