Prohibits lease sales or other transfers of proprietary interests with respect to the production of mineral reserves of the Outer Continental Shelf during the Ninety-fourth Congress (or until such Congress prescribes procedures for the orderly development of the Outer Continental Shelf). States that such moratorium shall not prevent the Federal Government to negotiate for conducting exploratory operations to determine the nature and extent of such mineral reserves along the Outer Continental Shelf.
