Public Land Timber Conservation Act - Requires that all timber harvested from lands owned by the United States and located west of the 100th meridian shall be processed in the United States. Enumerates the products from such processing which may be exported.
Authorizes the Secretary of the Interior and the Secretary of Agriculture to permit individual export sales outside the restrictions of this Act, upon the record and after opportunity for agency hearings.
Requires affidavits of purchasers of United States lands' timber indicating that they have not exported private lands' timber from the western United States during a specified period.
Sets forth penalties for violations of this Act, including a fine of up to $100,000 per violation.
