Fish and Wildlife Improvement Act - States that Federal participation in the conduct of cooperative research and training programs for fish and wildlife resources under the National Wildlife Refuge System Administration Act shall include the assignment of Department of the Interior scientific personnel (previously "technical personnel") to serve at the respective units and the provision of assistance (including reasonable financial compensation) for the work of researchers on wildlife ecology and resource management projects.
Provides that officers and employees of the Departments of Interior and Commerce, who are assigned to enforce Federal laws relating to fish and wildlife, may, in the performance of law enforcement duties, carry firearms; secure, execute, and serve warrants and subpeonas; search without warrant persons, places, or conveyances; seize without warrant any evidentiary items as provided by law; and make arrests with or without warrant.
Permits the Secretaries of Interior and Commerce to: (1) establish and conduct national training programs for State fish and wildlife enforcement personnel; (2) develop new systems, equipment and approaches to improve fish and wildlife law enforcement; and (3) assist local or regional training programs for training such enforcement personnel. Authorizes appropriations for such purposes.
Permits the Secretaries to utilize by agreement the personnel services and facilities of Federal and State agencies to effectively enforce laws relating to fish and wildlife.
Grants to officers and employees of the Department of the Interior who are designated by the Secretary of the Interior the authority for enforcing specified fish and wildlife laws.
Authorizes the Secretary of the Interior to accept gifts for the benefit of the United States Fish and Wildlife Service in performing its activities. Authorizes the Secretaries to recruit, train, and accept the services, without regard to Civil Service classification laws, of volunteers serving without compensation. States that such volunteers shall not be deemed Federal employees except for purposes of tort claims. Authorizes appropriations of $150,000 annually to carry out these provisions relating to recruiting and training.
Authorizes the Secretary of the Interior to acquire suitable areas by purchase, rent, or gift for use as sanctuaries for migratory birds. Permits the Secretary to regulate the taking of birds in such areas.
Permits the taking of migratory game birds in more than 40 percent (currently limited to 40 percent) of a National Wildlife Refuge System area where such taking would be beneficial to the proper management of such species.
Retains the date for the issuance, sale, fees, validity, expiration, and redemption of stamps under the Migratory Bird Hunting Stamp Act of July 1 through June 30 (currently on a fiscal year basis).
Subjects revenues received from the operation of the industrial complex on the Crab Orchard National Wildlife Refuge to the provisions of the Refuge Revenue Sharing Act.
