A bill to authorize grants, loans and loan guarantees for the government of Guam, and for other purposes.

Authorizes the Secretary of the Interior to make grants and loans to the government of Guam to assist in the construction of educational, sewer, and water facilities and to guarantee loans made to such government for those purposes. Authorizes the appropriation of $56,000,000 for fiscal year 1976 and an equal amount plus cost-of-living adjustments for each following year. Provides a formula for computation of cost-of-living increases. States that the term of any loan made pursuant to this Act shall be thirty years with interest rate to be determined by the Secretary of the Treasury.
