A bill to authorize and direct the Secretary of the Interior to study the feasibility of establishing a Hells Canyon National Recreation Area in the States of Idaho and Oregon.

Authorizes and directs the Secretary of the Interior to study the feasibility and suitablity of establishing a Hells Canyon National Recreation Area in the States of Idaho and Oregon. Authorizes the appropriation of such sums as may be necessary to carry out the purposes of this Act.
