A bill to amend the Disaster Relief Act of 1974 to permit the proceeds of certain loans to be used to construct protective measures for the prevention of future damage.

Provides, under the Disaster Relief Act of 1974, that specified loans made under such Act may be used to construct protective measures to prevent future damage to property as a result of high water levels.
