Grants, under the Outer Continental Shelf Lands Act, the consent of Congress to any two or more States to negotiate and enter into agreements or compacts establishing one or more Continental Shelf oil and gas leasing advisory boards to study and comment on specified proposed decisions by the Secretary of the Interior concerning such leases on submerged lands.
States that specified proposed actions on which the Secretary shall seek the comments and recommendations of such advisory bodies shall include: (1) the issuance of any drilling permit for exploratory purposes with respect to oil and gas wells on specified leased areas; and (2) the granting of any development permit for the production of oil or gas from such well.
Provides that any Federal action taken in regard to an oil or gas lease shall be consistent, to the greatest practicable extent, with the comments submitted pursuant to this Act.
