A bill to amend the Regional Rail Reorganization Act of 1973 to permit the National Railroad Passenger Corporation to make a determination of public convenience and necessity with respect to certain railroad property sales.

Permits the National Railroad Passenger Corporation to require in agreements entered into pursuant to the Regional Rail Reorganization Act of 1973 that railroad properties on which passenger service is required by public convenience and necessity not be sold.
