A bill to provide for a moratorium of principal and interest payments on Federal loans to institutions of higher education.

Provides that no institution of higher education which is in serious financial distress and applies to the Commissioner of Education shall be required to make payments of accrued interest and principal on educational facilities loans during such period of financial distress.
