Permits, under the Federal Property and Administrative Services Act, donations of surplus government supplies and equipment to the States for distribution to older Americans organizations, programs, or institutions of such States for the benefit of older Americans.
States that the determination whether such surplus property is usable and necessary for purposes of aiding older Americans, including research, in any State shall be made by the Secretary of Health, Education, and Welfare, who shall allocate such property, on the basis of need and utilization, for transfer by the Administrator of General Services to appropriate State agencies for distribution.
Defines the term "older American programs, organizations, or institutions" to include any tax- supported program, organization, or institution, the primary purpose of which is to aid older Americans.
