A bill to amend titles II and XVIII of Social Security Act and the Internal Revenue Code of 1954 to eliminate medicare taxes and premiums, and to provide instead that both the hospital insurance program and the supplementary medical insurance program shall be financed from general revenues.

Reduces from twenty-four to twelve consecutive months the period for which an individual must have been entitled to disability benefits under title II (Old-Age, Survivors, and Disability Insurance) of the Social Security Act in order to qualify for medicare benefits under title XVIII of such Act on the basis of disability.
