Provides, under the Public Health Service Act, that medical facilities may be reimbursed by the Federal Government for emergency medical treatment given aliens unlawfully in the United States if such aliens are unable to pay the cost of such treatment or can pay only a part of the cost and the aliens or medical facilities which provided such treatment are not eligible under any public assistance program for payment of or reimbursement of such cost.
Requires that an application for reimbursement be submitted to the Secretary of Health, Education, and Welfare. Sets forth criteria for determining whether such an application shall be approved.
