Provides that for purposes of civil service retirement annuities of schedule of computation for the annuity of Federal employees shall be replaced by a computation of 2 percent of the employee's average pay plus $25, when such substitution will result in a larger annuity. (Amends 5 U.S.C. 8339(a)).
