A bill to amend the act establishing a code of law for the District of Columbia to prohibit the unauthorized use of a motor vehicle obtained under a written rental or other agreement.

Makes it a crime in the District of Columbia for any person after renting or leasing a motor vehicle to fail to return it within five days after the time specified for return in the agreement.

Stipulates that it shall be a defense in any criminal proceeding brought under this Act that a person failed to return a motor vehicle for causes beyond his control.

Provides that persons convicted of violating this Act shall be punished by a fine not exceed $1,000 or imprisoned for not more than five years, or both.
