Authorizes appropriations for carrying out the Board for International Broadcasting Act as follows: $70,640,000 for fiscal year 1976, and necessary sums for fiscal year 1977.
Provides that $5,000,000 of the fiscal year 1976 appropriation shall be available, to the extent the Director of the Office of Management and Budget determines is necessary because of fluctuation in foreign currency rates, to maintain the budget level for Radio Free Europe and Radio Liberty.
