A bill to amend the Domestic Volunteer Service Act of 1973 to improve the administration of certain programs of the ACTION Agency.
Domestic Volunteer Service Act Amendments - Requires VISTA Volunteers to be enrolled for two-years periods of service.
Requires the establishment of volunteer councils in each State to present volunteer views concerning their terms and conditions of service to an ACTION agency representative.
Increases stipends for volunteers. Authorizes the Director to advance all or a portion of a volunteer's accured stipend in extraordinary circumstances.
Revises the membership of the National Voluntary Service Advisory Council to include beneficiaries of antipoverty programs and present and former volunteers.
