Directs the President to appoint, by and with the advice and consent of the Senate, additional district court judges in the States of Alabama, Arizona, Arkansas, California, Florida, Georgia, Kansas, Kentucky, Louisiana, Missouri, New Hampshire, New Jersey, New York, Oregon, South Carolina, Tennessee, Texas, Virginia, Washington, and Wisconsin. Provides also for the appointment of an additional district judge for Puerto Rico.
States that the existing district judgeship for the middle district of Pennsylvania shall be a permanent judgeship.
