Emergency Health Benefits Protection Act - Requires the Secretary of Health, Education, and Welfare, under the Public Health Service Act, to enter into agreements with insurance carriers to provide health insurance benefits to persons unemployed, where such individuals were covered while employed by their previous employer.
Requires the Secretary to enter into agreements with appropriate State agencies for purposes of determining the eligibility of individuals in the State for such benefits, and for the purpose of making payments to carriers.
