A bill to grant to each coastal State mineral rights in the subsoil and seabed of the Outer Continental Shelf extending to a line which is 12 miles from the coast of such States.

Grants to each coastal State complying with specified procedures the mineral rights in the subsoil and seabed of the Outer Continental Shelf extending to a line which is twelve miles from the coast of such State.

Directs the Secretary of the Interior to establish a coastal baseline along the coasts of the United States to determine the extent of the grants made under this Act.

Establishes a boundary advisory commission to consult with Canada and Mexico concerning the mutual boundaries extending seaward shared with these countries by the United States.
