A bill to amend the Clean Air Act to postpone for a certain period the application of automobile emission standards and to provide that no new automobile safety standards shall be imposed for a period of 3 years.

Provides that no new automobile safety standards shall be imposed for a period of three years under the National Traffic and Motor vehicle Safety Act, the Motor Vehicle Information and Cost Savings Act, or any other Federal law.
