A bill to provide a comprehensive, coordinated approach to the problems of juvenile delinquency.

Title I: Findings and Declaration of Purpose - Sets forth the purposes of this Act.

Title II: Federal Assistance for State and Local Programs - Authorizes appropriations of $100,000,000 for fiscal year 1975; $150,000,000 for fiscal year 1976; and $200,000,000 for fiscal year 1977 to assist the State in planning, establishing, operating, coordinating, and evaluating projects for the development of more effective education, training, research, prevention, diversion, treatment, and rehabilitation programs to deal with juvenile delinquency.

Provides that funds under this part are to be allocated equitably among the State on the basis of the relative population of people under age 18, financial need, and need for more effective juvenile delinquency programs as defined in this Act.

Provides that no allotment to any State, except the Virgin Islands, American Samoa, Guam and the Trust Territory of the Pacific Islands, shall be less than $200,000. Authorizes the Secretary of Health, Education and Welfare to reallocate unused or surplus funds to other States, as he deems advisable.

Provides for fiscal control and fund accounting procedures necessary to assure prudent use, proper disbursement, and accurate accounting of funds received under this title.

Authorizes the Secretary to make grants to State agencies to develop and implement comprehensive State plans for juvenile delinquency programs and services.

Sets forth requirements which such plans must meet. Authorizes the Secretary to make grants and to enter into contracts with public or private agencies, institutions, and individuals to develop and implement new approaches and to foster new or expanded juvenile delinquency programs and programs to improve the juvenile justice system.

Authorizes to be appropriated $100,000,000 for fiscal year 1975; $150,000 for fiscal year 1976; and $200,000,000 for fiscal year 1977 to carry out these special prevention and treatment programs.

Title III: National Office of Juvenile Delinquency Prevention - Establishes a new National Office of Juvenile Delinquency Prevention in the Executive Office of the President, administered by a Director, a Deputy Director, and three Assistant Directors.

Authorizes the Director to employ personnel, hire consultants, and request the detailing of personnel from other Federal agencies.

Authorizes the Director to accept voluntary services in carrying out the provisions of the Act.

States that the Director shall provide overall planning and policy and establish objectives and priorities for all Federal juvenile delinquency programs and activities relating to prevention, diversion, training, treatment, and rehabilitation of juvenile delinquents.

Provides that the Director shall develop and submit to the President and the Congress prior to September 30 in each year an analysis and evaluation of juvenile delinquency programs conducted and assisted by Federal departments and agencies and prior to March 1 in each year a comprehensive plan for Federal programs in such field.

Sets forth additional functions and responsibilities of the Director.

Authorizes to be appropriated to the President $15,000,000 for fiscal year 1973, $20,000,000 for fiscal year 1974, $30,000,000 for fiscal year 1975, and $30,000,000 for fiscal year 1976 to carry out the purposes of this title.

Title IV: Advisory Council - Establishes a National Advisory Council for Juvenile Delinquency Prevention, consisting of 21 members, appointed to four-year terms and eligible for reappointment. Provides that in addition to the ex officio members (the Attorney General, the Secretary of Health, Education and Welfare, the Secretary of Labor, the Secretary of Housing and Urban Development, and the Director of the Office of Economic Opportunity), the regular members of the Council shall be appointed by the President from persons who have special knowledge concerning the prevention and treatment of juvenile delinquency or the administration of juvenile justice.

Requires that at least 7 members be younger than 26 years of age on the date of their appointment and have had actual experience within the juvenile systems.

Declares that the Council shall meet at least 4 times a year and provides for compensation and expenses of the members.
