Provides that no automobile of a model manufactured for a model year after 1976, shall be sold or transferred by any manufacturer or importer, unless that car is capable of averaging at least 20 miles to the gallon of gasoline in highway driving conditions.
Authorizes the Environmental Protection Agency to set by general rule a number of miles per gallon greater than twenty for a model year later than model year 1977.
Provides that whoever knowingly sells an automobile in violation of the miles per gallon requirement of this Act shall be fined not less than $200 nor more than $2,000.
